When lever 1 is turned counterclockwise about fixed axis B, both drum 2 and pulley 3 are braked. Drum 2, rigidly attached to brake drum a, is braked by the tensioning of steel band d. When lever 1 is turned, its end b with small pulleys 4 and 5 is inclined. At this, flexible link 6, running over pulleys 4 and 5 and pulley 7, mounted freely on fixed axis A, tensions spring 8. This turns lever 9 and thereby tensions steel band 10, braking drum f of pulley 3.
