Officer of the Navy, statesman and founder of the first modern naval dockyard of the world. Of English origin, lived and operated for the main part of his live in Italy and mainly in the Kingdom of the Two Sicilies.

1779 He undertook the the reorganisation of the Neapolitan navy.
1783 Castellammare di Stabia Founded the royal dockyard of Castellammare di Stabia (Napoli) that is the first modern naval dockyard of the world.
1789 Was appointed “Segretario di Stato”, literally Secretary of State burt corresponding to a Prime Minister in the Kingdom of the Two Sicilies
